WHYCOS is the global framework for independent regional Hydrological Observing Systems (HYCOSs).
To establish a common conceptual basis and to ensure consistency of practice and results, overall guidance is provided by an international mechanism, the WHYCOS International Advisory Group (WIAG) and supported by the World Meteorological Organization (WMO).
WIAG comprises of representatives of HYCOS components, WMO, funding agencies, regional groupings, and scientific institutions and programmes. The group meets once a year under the chairmanship of the president of the WMO Commission for Hydrology.
The WMO Secretariat provides support for WHYCOS through the Hydrology and Water Resources Programme and internal collaboration with other WMO Programmes and Departments.
